Update on the parking lot situation at the Vet’s Hall

An update as to what’s happening with the parking lot at our Hall (110 Park Drive) from the Public Works Director at the City of Roseville.

As we were developing the plans for the Downtown Bridges project and meeting with the public and Veterans Hall groups, parking at Royer Park was a frequent topic of discussion and was also the subject of a 2014 parking study.  The parking study found that there are many vacant parking spaces in the vicinity of Royer Park during even the biggest downtown events. With that said, the study also found that during these big events parking at Royer Park and on Park Drive can be full. In 2014, the City was designing the nearby 400-space parking garage on Oak Street that is now complete. Based upon the findings of the parking study, the addition of the parking garage, and the need to balance the interests of the various users groups of Park Drive, Royer Park and the Veterans Hall, the City Council in 2015 made the decision to re-construct the Royer Park parking lot in its current configuration.

As requested, I am attaching the final parking lot plan. These plans were developed based upon the City Council’s 2015 direction and were then made available for public review in 2018. The plans were subsequently approved by the City Council on January 17, 2018. The plans include 4 accessible spaces (2 in front of the Veterans Hall and 2 near the playground), which exceeds the minimum standard of 2 accessible spaces for a parking lot of this size. Although the number of accessible spaces exceeds the minimum requirements, we do understand that the Veterans groups tend to use ADA parking to a higher degree, and this was discussed during the design process. Based upon the need to balance the interests of the various user groups, the council decided to maintain the number of accessible spaces at 4. We will be constructing the parking lot per the final plans approved by the City Council. We will also monitor its use after it becomes operational and if there are concerns we would be happy to meet with the County to further discuss. 

We know that the construction during the past year has been an inconvenience and we thank you for your patience during this time. Also, please note that the anticipated closure times for the Royer Park parking lot are currently July 15-28. We will keep you posted if this changes.
